True story:

I ran a yellow light in Tijuana. The cops stopped me and tried every way possible to get a bribe. (The threatened to impound my car, take me to jail, etc.)

I didn't think I'd done anything wrong (or at least nothing seriously wrong) so I refused to pay the bribe. Finally they wrote me a ticket.

I went to see the judge. He asked me if the cops asked for a bribe. I told him yes, but I refused to pay. He cut the fine by something like 2/3 and complimented me for not paying a bribe.

The cops said the fine would be $200.00. I forget the maximum the fine could have been but it was something like $60.00.

According to the judge, in Tijuana a yellow light means the driver must stop. (Tijuana is not like the US where you can proceed if you can clear the intersection before the light turns red.) A flashing green light means prepare to stop; a yellow means stop. A red, of course, means you can't move until the light turns green.

There was a guy who fell in love with an escort in Tijuana. He gave her lots of money, expensive gifts, etc. When he asked her to marry him she turned him down. He's bitter.

I'm an Anglo who for years has lived (full or part time) in Tijuana. The following comes under the "been there, done that" rule:

If you've clearly broken the law then buy your way out of trouble with a bribe if you can. The bribe must be paid before you reach the police station, the media gets wind of the story, etc. In the event you're in serious trouble you may not be able to buy your way out and you might be better off saving your money for an attorney. (The cops will take your money then give you some BS about why they can't help you--but they won't give you back the bribe.)

If it is a simply a matter of the cops trying to shakedown a tourist, then don't pay. Politely, but firmly, insist on seeing the judge. When the cops realize your serious they'll let you go.

Don't forget that in Tijuana, unlike the US, the cops need an order from a judge to put you in jail. (The arraignment in TJ takes place before you are locked up.) In TJ judges are on duty 24/7. The cops may drive you around and try scaring the piss out of you, but when they realize you won't pay a bribe they'll cut you lose.

Back when Jorge Hank was mayor shakedowns/attempted shakedowns were a daily occurrence. I've been through it more than once and when they cops realized I really wanted to see the judge the let me go.

As I said: Been there, done that.

The same in Tijuana when a corrupt policia is calling you. Why would he be calling you? If you have an option to keep going then keep going. Don't stop and reply back. Treat him like any other guy outside La Zona. He has corrupt intentions and if you don't pay attention he will look for a weaker tourist.

Yes I heard about the two US citizens who were shot while waiting in line. Let me just ask who crosses at that time? I did once but never again. You know what they say nothing good happens after a certain time. Anyhow more information should come out. BTW the guys were Latinos so again I don't know why you are complaining. You guys who say that you don't blend in in Tijuana because you are a certain race make me laugh. Please the worst thing you can be in Tijuana is Latino and that's the truth.

When I was younger - I was surrounded at least twice by cops with their guns pulled - there was no ignoring them.

At least twice I was walking down the perpenticular street to HK street when cops were pulled over by the side harrassing someone else. They stopped me too, and got all of us in the car for the lovely "TJ taxicab ride" that I have wrote about before.

When I was in the military, I was the legal clerk at RTR S-1 MCRD. I witnessed all the abuses that happened to our Marines. Yes Marines tend to be on the drunk stupid side but the TJ cops really took advaneforum.xxxe of anyone who got in their sites.

I'm not saying don't go to TJ - what I'm saying is that it is not some type of utopian paradise where when trouble calls you pull out a card with your rights on them and calmly ask for a judge. It just doesn't work that way.

OH btw, did you hear about the two Americans that were EXECUTED at the border last night - NICE...

I suppose their could be corrupt judges but to ruin his career just to screw a tourist would not make any sense. We live in an age where everything that happens comes out and this would definitely come out. I mean it would be very easy to identify the judge who did this.

I see what you mean by saying that ignoring a policia with a gun is a bad idea. I was thinking that you can smell trouble if a policia is calling you. If you haven't done anything wrong you will definitely know something is up. Of course if you are in a secluded area stand your ground, be firm and demand to see the judge.

Not long ago I was riding my bike on the sidewalk of incoming traffic in LA when I saw an LE get ahead of me, busted a U and the idiots parked right where I was going to pass by. When I passed by they flashed their lights. They said something but I just ignored them and kept riding.

This is similar to what happens in Tijuana where the idiot policia looks for a victim. He calls someone, probably a tourist, the tourist feels special or something and replies 'yes policia.' Next thing you know that guy doesn't have $400 anymore.

I can't believe you guys are trying to tell everyone that Mexico is some type of mythical place where the rule of law is the norm. We know from history this is not the case - the apple is corrupt from its core. I frankly have not been bothered in TJ for years - I starting going down there in when I was in the military in 1980 - that makes 31 years of TJ bullshit.

I'm successful now because I don't leave myself any chance of being fucked with. As soon as a cross the border I'm in a $5 cab to HK - I limit the money I take with me - I stay in the radius of one block around HK - I don't talk to locals (other than street walker girls) - I ignore the underage pros selling BJs outside of Adelitas - I don't do drugs in Mexico period - then $5 cab back to border - stand in line at border - and home.

This works for me and I am a super-white (as in color) guy.

I have been all over the world in the military and out. TJ is the most corrupt place in the world - so act accordingly.

I give the cops a chance. I listen to them and then I let them know they are not going to get away with shit. When they ask to search me I take my money out in my left hand and hold it. I do not let them touch it and they don't even ask. At this point it is "game over" as they know that I am not an easy mark. I am sure there are corrupt judges but not in petty cases like ours...if a cop brings someone in on a charge that is not against the law the judge is going to be pissed at wasting his time. That is why the cop will always let you go, as he knows he cannot win. It is much easier to find an easier mark.

I went to the judge once as the cops thought I was with an underage chica. I asked them what the legal age was to go to dinner. Long story short when I told the judge I met the chica in a bar he dismissed the charge. The cops did not try to extort money out of me...maybe they would have but I told the cops "let's go to the judge"...one cop replied not to tell him what to do and I asked, "ok, then I am free to go?" So we went, and I was released in a few minutes.

Sampsonrico knows what he's talking about. Let me add to what he says. Here in the states you break the law you get a citation and have to show up for a court appearence later on. In Mexico you break the law and you see the judge right away and asks you what happened and so forth. He tells you to pay a fine(if guilty) and if you can't you go to jail. Does it make sense now why if a corrupt policia is hassling you or giving you a hard time you demand to see a judge. What is la policia going to tell the judge why he brought you? He will have no explanation and has to leave you alone. You will probably impress him that you know how it works in Mexico.

BTW I have no idea how and why Americans get push around by corrupt cops. You can ignore them, act like if you don't know what they are saying, stand your ground, and demand to see the judge. Frankly leave that to Mexican-Americans/Latinos like me. Corrupt cops probably lick their chops when I'm there. I have no doubt Latinos get push around the most by corrupt cops. But you know what it's? Americans want drama and attention in their lives.

In my humble experience the majority of providers will not only decline but will be pissed off that you even asked. A decent number will do tasteful clothed or lingerie type stuff. A small minority are actually aspiring porn star exhibitionists and the presence of a video camera actually makes them "perform". If this is something you are really interested in trying then politely and discreetly ask each of your providers about it and you will occasionally be pleasantly surprised. You'd be surprised by some of the women who will do photos or video if you approach it the right way. I have a few Zona legends digitally immortalized. But, my personal collection is more private than Dexter's.
A few tips:
1) It is best to plan ahead. Make sure you know how to use your equipment and have all the batteries, memory cards, etc you will need. I bring an extra SD memory card for my camera and switch out my nasty content for a blank card as I'm leaving. I hide the naughty disk in my sock. Never upload to your computer until you are home. If asked by LE you can say you brought the camcorder but didn't use it. I recommend using an HD camcorder. You can always create photos from still shots of your video. Plus, video is a lot more fun.
2) Only video women who are clearly of legal age. She has to look mature and adult - I prefer mid-to-late 20s or even 30s- for something like this. If shooting video ask her age on film (establishing her age- just in case).
3) Be very discreet about it. If you are doing video in your hotel room never take the camera out in a public place. I use very small cameras that can be tucked in a pocket. The Mino Flip is perfect for such activities and only costs $100-150.
4) Never ask her in public. I had one chica almost physically assault me just for asking in another latin country. Plus, word travels fast in a club. A girl is more likely to agree once in the room.
5) Always ask the woman's permission before. And always stop if and when she asks. Be tactful and don't push the issue. Different women have different limits. Some will pose clothed, some in lingerie or underwear, some nude. Some will fuck on tape. YMMV.
6) Always promise to keep the video private and personal. Always honor the promise. This is essential because sharing private nude photos or sex videos without permission is creepy and just plain wrong. If you plan to share then you should be upfront about it and it her turn you down.
7) Language skills are required. There is no way to really pull something like this off if you can't carry a conversation in her language.
8) Price- I have usually offered to pay a premium of 25-100% for the opportunity, depending on how bad I want it and the activity. I don't know if there is a going rate for such a thing.
9) It is best to shoot during daylight hours so you have some source of natural light. Always leave the lights on. And never ever try to focus your camera during. And don't forget the lens cap and the record button!

My greatest fear is that the girl will tell someone else about our video to try to set me up with the cops or something. So, if I do a "video date" I generally change locales immediately afterward.

I agree with Amigomio that this is something of a gray area. Some locals have told me permission is required to take a person's picture, if so the right to privacy in this matter is greater in Mexico than it is in the US.

When traveling abroad it is important to understand that countries are governed by customs as well as laws. The custom is that taking pictures of street girls without consent is not allowed.

Some have done it successfully, others have had very negative experiences when caught. Lately their have been reports of SGs immediately reporting it to the police--with nasty consequences for the photographer. (Amigomio explained well what can happen.)

I just want to dare you to take pictures of girls just today and you are in great risk of confronting the police in the US too... and in the same way you will be taken to LE HQ just to prove that you were taking pictures without the consent of the person you were taking it from.

Local police have no jurisdiction on this, but if you tempt them above saying I will not give you any money, they might haul you to the federal police where they will ask you for proof of age and if you do not produce proof of age they will lay on you traffiking, child pornography and child prostitution.
