Brother, getting maximum value of money in sb/db is an art. Getting maximum fun in minimal time is luck. But you can increase the chances of this by following few tips
1) alcohol: for me alcohal is must for enjoying, if you are sort of time, do pre-drinking , take one pet bottle of coke mix it with your favourite brand and consume it on the way.
2) choice of bar: for sb choose only Mayur or Kishor.
3) money and attitude : inside bar only money and attitude speeks.show some money to waiter and ask him to lineup some good item, you can also name the girls suggested by seniors
4) time: go on weekdays arround 4 pm
5) Music: ask waiter to send musicmen, give him 100 RS and he will play 2 songs of your choice.
6) roll the floor: ask your girls to call few of her frinds, just give them 100 to 200 RS for doing nothing..they will stend beside you.(attitude)..every thing will roll for you even they can give you quick headmassage while you are grooping your dassi.

they should be decently occupied but still diwali is on next... and many MP girls will be missing in that period... half of chembur girls will be gone to native....

Mostly i guess post diwali its gonna be fun in all places...... unless LE decide to crash the party once again...

only time will tell..... CBD places are, I guess back in full glory (need to go there and personally visit and find it out..... )
